Thomas G. Allen is a partner and member of the firm’s Energy, Infrastructure, and Resources and Litigation and Dispute Resolution practices. Mr. Allen has extensive experience on nuclear, oil and gas, and renewable energy projects. His work touches a wide range of energy related disputes, including financing, design, construction, performance, fuel, supply chain, ownership, and IP licensing for energy related technology.

Notable representations include:

• Successfully defending a Japanese heavy equipment manufacturer and recovering its cost of defense in a US$7 billion ICC claim by Southern California Edison over allegedly defective nuclear components.
• Defeating 93% of a US$700 million breach of contract claim against a Japanese electric utility in ICC proceedings over a long-term fuel supply contract.
• Prevailing on all issues and receiving fees and costs in a Japan Commercial Arbitration Association dispute regarding the performance and construction of a mega-solar facility; and
• Representing a consortium of Korean EPC contractors in a dispute related to the construction of an offshore oil platform (ICC Singapore).

In addition to the foregoing, Mr. Allen leads clients through government investigations and regulatory challenges, advises on certain trade matters, and has extensively litigated a variety of commercial disputes in the real estate development, construction and infrastructure, and manufacturing sectors.

Thomas is a frequent lecturer on international legal topics and a former adjunct professor at American University, Washington College of Law. He served as the vice chair of the Dispute Resolution and Arbitration Committee of the Inter-Pacific Bar Association from 2018 to 2024 and is a member of the roster of arbitrators for the Japan Commercial Arbitration Association. Thomas is also a member of the board of directors for the Washington Lawyers’ Committee for Civil Rights and Urban Affairs.
